Okay, this is my 3rd attempt to reply. No, I wouldn't trust the goo to seal a petroleum fuel.
Epoxy should work if done right. First, do not use a five minute epoxy, it's not good for much.
If holes are small J-B Weld will work fine. If big holes, sand an area at least 1" around holes, clean with rubbing alcohol, use a marine grade epoxy and fiberglass cloth if needed. Expect to apply several layers, if allowed to set up between layers you must clean, sand, clean between layers.
It is better to do all layers at one time. To prevent further rusting from the in side, I would coat the inside with a tank sealer or mix up a cup of epoxy and pour inside and swirl it around to coat every thing but the petcock holes, at least 3 coats. Good luck.
